Support for Customs and Tax Reform


C2D provided technical advisory services in support of the reform initiatives for the simplification of key customs administration procedures, and the implementation of risk-based tax auditing in Gabon.

At Customs, C2D reengineered the inspection, duty drawback and exemptions procedures, developed the related set of process documentation, and supported the implementation of the target processes on the field. At the Tax Department, our firm is crafted a risk-based audit strategy, developed a model for risk-based audit case selection, and conducted training for Tax Auditors.

In addition, the Duplicate Taxpayer Identification and Resolution module, and the Fiscal Intelligence module of C2D’s Paradox Box™ software platform were used throughout this assignment, to evaluate data quality in both tax and customs systems, cross-check transactions and support the implementation of risk-based analysis at the Customs and Tax departments.

Ultimately, the project aimed to support the improvement of the taxpayer compliance rate, the reduction of tax system leakages, the increase in the revenue intake, and in the long term, the stability of national revenue and a better score on the World Bank’s Doing Business report, all contributing to achieving the objectives of the 2025 Strategic Plan for an Emerging Gabon.
