C2D was mandated by the African Development Bank (ADB) to advise on technical and financial assistance that could be put forth by the funding agency and by technical and financial partners of the Government of Togo, in support of the creation of a unique and autonomous national revenue collection agency in Togo. The Government’s objective is to merge the tax and customs departments, to create a single, autonomous organisation geared towards performance. The assignment includes developing an action plan as well as a series of well-defined and budgeted projects, in order to guide the ADB’s commitment, and that of technical and financial partners, in supporting the creation of the new organisation.
To achieve this objective, the C2D team is evaluating the progress that has been achieved, and the readiness conditions that are in place with respect to the implementation of the unique and autonomous revenue authority. The approach provides for crafting a tailored technical assistance strategy and plan of action based on best practice. Aspects that are specific to the tax and custom departments of Togo are considered, as well as the interconnectivity and data exchange needs between them, and human resource requirements and potential for mobilisation, including gender aspects. The team will also examine the matter of setting up the back-office of the forthcoming institution (financial, budgetary and reporting aspects, the link with Treasury, etc.). Political, institutional, legal, transformational, human and operational aspects are hence included within the scope of the project. The proposed plan of action, designed to carry out the strategy, will be coupled with a financing model as well as a monitoring and evaluation framework, to enable its implementation by the ADB and the technical and financial partners of Togo.
