C2D conducted an assignment on school governance in Quebec, for the Fédération québécoise des directions d’établissement d’enseignement (FQDE – Quebec Federation of administrators of Educational Institutions). The mandate consisted of a study based on perceptions of the management staff representatives of primary, secondary, as well as vocational and technical training educational institutions, about the situation on school governance. More than 439 members from professional associations responded to an online survey and more than 125 participated in focus groups on the subject of school governance which became synonymous of "proximity governance". This consultation process was used to explore the views of the members on current practices and conditions within the education system and to validate the concept of operational and strategic governance. Following the publication of the results of this study, a summary was presented to Quebec’s Minister of Education, Recreation and Sports, and several newspaper articles made reference to the findings and recommendations of this study.
