Process Reengineering, Communication and Change Management for the Implementation of VAT in the Bahamas
In an effort to support the mobilisation of domestic revenue, C2D Services is providing services to the Ministry of Finance of the Bahamas to secure the successful implementation of the Value-Added Tax (VAT), in accordance with international practice.
C2D’s assignment involves identifying business requirements for the VAT, and reengineering the business processes, leading up to their computerization. The modernisation of operations includes the development of a manual of operational procedures, training a team of business analysts, trainers and managers of the VAT division, which will be integrated within the new Central Revenue Agency (CRA).
In addition, C2D’s services include change management throughout the establishment of a VAT division, the related internal communication, as well as the development of messages and advisory support to the Ministry of Finance regarding their external communications to the public and various civil society groups (e.g. Chamber of commerce, unions, etc.). Finally, our team is mandated to ensure a proper integration between business processes and the selected tax administration solution as well as the monitoring and evaluation of operations that will follow its implementation.
The CRA is aiming for a flexible and successful implementation of VAT and the optimization of the country's tax system, by capitalizing on modern and efficient practices.
