Biographical Note

Philippe Dadour earned a master’s degree in management and is a certified Project Management Professional (PMP). He has fourteen years of experience in operations management and in project management involving the development and implementation of information systems.

Over the past seven years, he has served as the director of business solutions for integrated tax administration, project manager and functional consultant in numerous projects targeting the modernisation and computerisation of government institutions. As such, he has worked both on process reengineering and on the design, development and implementation of integrated software systems.

He has managed projects targeting the implementation of the Standard Integrated Government Tax Administration System (SIGTAS), namely in Ethiopia and in Kosovo. He has also spearheaded business process reengineering for taxation processes at the Internal Revenue Commission of Papua New Guinea. Moreover, he has taken part in feasibility studies analysing the implementation of SIGTAS in Yemen and in Afghanistan.

He has also participated in the drafting of the IT Strategic Plan of the General Tax Directorate of Haiti, and of the Zanzibar Revenue Board. He has lead diagnostic studies for the optimisation of operations (processes and systems) in Grenada and Anguilla. He has also delivered training to Trainers at the General Tax and Cadastre Directorate of Senegal on the efficient use of the SIGTAS system. In addition, he managed the expenditure cycle computerisation project in St. Christopher and Nevis. This project included a process reengineering exercise as well as the computerisation of processes using the FourGen system, for improved control and operations monitoring.

Between 1997 and 2003, he worked in various industry sectors including health and public transit, namely in supply chain optimisation and the modernisation of organisations and streamlining of business processes through the implementation of integrated systems.
