Biographical Note

Marc Kamel earned a bachelor’s degree in Economics and Finance, and a master’s degree in Business Administration. He has over nineteen years of experience in the management and delivery of organisational transformation projects in numerous sectors of activity, focusing on the economic growth sector since 2003, in developing or emerging countries.

He has directed wide-ranging projects using Results-Based Management, namely in taxation reform and the modernisation of tax administration, both at the national level and in decentralised institutions. He has spearheaded organisational structure analysis, recommended amendments to an institutions’ founding document, managed the establishment of a tax policy unit, conducted process reengineering, and drafted master plans for noticeable clients. He is particularly interested in identifying the probable impact of the implementation of a reform and modernisation project on the efficiency and effectiveness of operations, with a view to securing lasting economic growth.

Moreover, he managed a corporate division that was responsible for the development and integration of business solutions, namely adapting and deploying the Standard Integrated Government Tax Administration System (SIGTAS) using a methodology that was based on best practices in the field of management information systems. He has also implemented Oracle Applications® in Canadian institutions and enterprises across various sectors of activity, and designed, implemented and provided technical support for the STELPlan® software solution for numerous clients in the metal service sector across North America.
